Meet Jennifer

Jennifer Chappell is a democrat and lifelong Louisvillian who was elected to serve as Councilwoman for District 15 in 2022. She took office on January 3rd, 2023. 

She represents District 15 that spans from Central to Southwest Louisville, including neighborhoods such as Schnitzelburg, St. Joseph, Meriwether, Taylor-Berry, Oakdale/Wyandotte, Lucky Horseshow, Hazelwood, Jacobs, and Cloverleaf. Notable District 15 landmarks include the University of Louisville, Churchill Downs, and Iroquois Park.

Shortly after buying her home in the Schnitzelburg neighborhood in 2010, Jennifer became a board member of the Schnitzelburg Area Community Council (SACC), serving three years as President. SACC allowed Jennifer to discover her passion for community building and urban planning. She has connected residents, supported small businesses, and promoted responsible development.

In 2014, Jennifer started an organization called Three Points to reclaim public space, enhance walkability and multi-modal transportation, promote public art, and connect splintered neighborhoods. Through projects funded by grants and crowd-sourced fundraising, Jennifer was able to lay a groundwork that has inspired continued community growth in the Shelby Park, Schnitzelburg, and Germantown neighborhoods.

In 2015, after completing the Neighborhood Institute and Green Institute, Jennifer joined the board of directors for the Center for Neighborhoods. Promoting equitable, sustainable, and asset-based spaces and advocating for grassroots community leadership fell in line with the objectives that Jennifer had already been pushing through her community work, making it a natural partnership.

In 2016, Jennifer was elected to her first 4-year term as a Jefferson County Soil & Water Conservation District Supervisor. In 2020, Jennifer was re-elected and, in 2021, she became the Chair of the Conservation District. Her work through the Conservation District helped spotlight the need to preserve our natural resources and fed her passion for environmental justice. You can usually always catch Jennifer at a tree planting event.

Professionally, Jennifer works in the tech field focusing on digital marketing and advertising. She currently works as an account manager & strategist for ProMedia Group, an agency based in New Albany, Indiana. 

Jennifer is a proud JCPS graduate and holds a bachelor's degree from Bellarmine University.

Outside of public service, Jennifer enjoys renovating her 130-year-old shotgun home, gardening, and spending time with her two dogs and 5 cats. She especially loves spending time with her nieces and nephew and showing them everything that Louisvivlle has to offer.
